Place potatoes in a 6 quart stockpot, and add enough water to cover the potatoes. Bring to a boil.
Reduce the heat to medium, cook uncovered until the potatoes are tender about 10 minutes, if not tender allow to cook an additional 5 minutes.
Drain the water, and return to the pot. Mash the p0tatoes while gradually adding milk, garlic and sour cream. finish by stirring in the remaining ingredients.
